Tri-County has amazing greens. They are firm but receptive to quality approach shots. They roll very true and can be really quick especially mid-summer. They may be the best greens in the greater Muncie area. The rest of the course is pretty mundane without any really notable features or holes. The par threes offer a decent challenge, and the second hole is one of the easiest par 5's you'll ever play (too bad i haven't eagled it yet). The staff is always friendly and the rack rates in season are always very reasonable. The course is a parkland style course with lots of room to spray it on most holes. There are a few tight tee shots on the back, but keep it in play and you'll score. Not a ton of hazards, sand traps or out of bounds so would be a great learners course.
An out-of-the-way course, but it definitely gets its share of play. The course has a nice parkland style layout. The greens are in phenomenal shape, and putt very well. The rest of the course, however, is struggling from the recent deluge of rain, and it does not appear to drain very well. With that the fairways were barely distinguishable from the rough, and there were a lot of muddy spots and bare patches win the fairway. Since there isn't a contiguous cart path, you can see where a lot of travel goes through the mud.
I think the course has a lot of potential though when it's in season and not wet. I say that mostly from the greens, which any course would be happy with. The layout can be attacked, with some short par 4's and par 5's (though one is over 600 yards if the tees are in their normal spot). Very walkable course too. If you're in the area, you can do worse, especially at the price point. Just wait until it dries out and they can tend to the fairways.
