About
Honoring the wishes of Lela and Charles Hilton, Legacy Golf Club is named in honor of their beloved son "Chip." He started playing daily at age 9 with a genuine love and excitement for the sport. He was on the Bay High School golf team, apprenticing with golf pro-Kenny Lind and made golf his vocation. As a professional golf instructor, he taught his students invaluable life lessons, emphasizing that golf is not a game of perfection but a comeback. He also believed golf was more than just a game; it was full of essential life skills such as patience, perseverance, determination, and overcoming obstacles and setbacks.
The golf club, established in 1965, is a championship course with challenging greens designed to test golfers with even the sharpest short-game skills. The fairways are generously sized with lakes and white sand bunkers that fiercely guard the elevated greens. Players should be prepared to use every club in their bag. The golf course is challenging but fair and enjoyable, making it a good test of skill without inciting frustration. Its playability, enhanced with three sets of tees, has made it one of Florida's most popular tracks. Legacy Golf Club also boasts extensive practice facilities, including a lighted driving range, chipping green, expansive putting green, Executive Course, and Bar and Grille.

Beach golf
Loved the layout of the course. The greens had some bare spots that had been sanded recently. Good course at the 80 dollar afternoon rate but I would have been disappointed if I payed the 120.00 premium time rate.
Disappointed
Played this course when it was Holiday GC and it was in good condition then. Now, it’s awful! Greens are in terrible condition. Tee boxes are in terrible condition. The deal is that we were charged full price when the staff knows the condition of the greens. Play and learn,. Maybe if we hadn’t scheduled tee times with GN we would’ve been made aware.
Average Course
Ok course. Layout nice. Fairways were good. Greens were not. Would have been worth it if the greens weren’t dead. Overall had a decent round anyway.
Sandy greens and no notice
The course was fine but I would like to have known the greens had just been punched and sanded.
Course is nice, but…
Greens were heavily sanded and punched. Fairways were punched and looked to be stripped down, irons flew flat as the grass gave out.
Overpriced for the conditions (didn’t know until we arrived), happy to pay the rate when the the course isn’t in maintenance mode.
Just average
Not much to say but, it's overpriced $60-65 course literally anywhere else in Florida I've played better and nicer courses in Miami. Grounds keeping was fine besides the greens being punched and sanded heavily might I add. Cart restricted zones were wonky I had my cart get locked out in areas not marked restricted and even on the cart path. Course is just an average layout nothing fancy this course likes their dog leg rights, majority of the course is pretty flat. Pro shop is nothing to write home about. There is only one water cooler on the course and it was empty not to mention the water fountain didn't work at the rest area. Pace was ok. Overall base price at $115 a round is outrageous i will not play here again simply based on price. If you like overpaying to play a mediocre course this your spot. Welcome to Panama City and Panama City Beach
Course is great but they lost the Greens and charged us more than everyone else
This is typically a go to course for me in PCB. But, they have lost the greens. We had to play the front twice this round as they were dressing and rolling the greens on the back 9. We booked our tee times in GolfNow for close to a $100. The course had discounted rates of $65 for the public due to the greens being unplayable, they told us tough luck, call GolfNow. We called GolfNow and got Hodgie in Idia (somewhere over seas) and he was no help at all. We took it in the can for $35 extr bucks and recipracation from Legacy Golf Course after having to play on their greens. Worst greens I have ever played on in my life.
Nice course with lots of potential.
This could be a very nice course. Unfortunately, they were more concerned about making a stink about the 3 waters I had in my (banned) soft cooler then mentioning that the place was infested with mosquitos and that the greens were atrocious. Not a true rolling green throughout the entire 18. Way overpriced for a golf course to have such disgusting greens. It was an absolute round killer.
Disappointed this time
I was disappointed. I played last year and was happy with it. This time paying for me and my brother was almost 300 dollars with club rental. Sorry, but the poor greens and pace of play don’t justify it at all. We had a 3 some ahead of us since hole 1 averaging 20 minutes a hole through 9. I brought up the concern back at hole 1 and was told it would be addressed if it continues but we stayed 10 minutes behind pace the whole time. No reason we couldn’t have skipped them, nobody was ahead of them. And the greens were bad. I thought I found my place but for the price of all that, I won’t be coming back. Just too expensive. The couple we were paired with felt the same.

Greens are all but ruined. Covered in sand to try to save. But they charge right at $100. Ridiculously priced.

Charged full price for a course not worthy
The fairways and greens were in horrible condition. Greens were awful and I use the term “greens” loosely. Should have been discounted instead of charging $100 per person. Winter rates at best.
Mowers were mowing around the green while we were chipping and putting and continued to follow us on four holes.
Save your money. Won’t be going back.
AVOID AVOID AVOID
To start, charging over $100 for this course is simply unreasonable. Unfortunately, there aren’t many golf options nearby, so unless you’re prepared to drive 45 minutes or more, your choices are limited. It’s clear the course management is aware of this and has priced accordingly.
That said, the conditions were very disappointing. The fairways were full of weeds, and the greens appeared to be suffering from some kind of disease, making play anything but enjoyable. The driving range was underwhelming—you’re limited to using irons and hybrids only, which significantly reduces its usefulness.
Save your money. We made the mistake so you don’t have to. Honestly, you’d have a better experience spending the day at Top Golf in Panama City.
Greens
Was not informed of the loss of grass on the greens they were much worse then any green that was airefied that I e Ever played own. Should be a refund so pathetic
Not worth the money
Legacy was a huge letdown. The course was under heavy maintenance with no heads-up or discount — $115 to play on recently punched and fertilized greens. Crews were loud and constantly around us during the round. The head groundskeeper even wrongly accused us of driving on a tee box (we didn’t — the GPS carts would have shut down). Rude staff, poor conditions, and no value. Skip this one.
