About
Honoring the wishes of Lela and Charles Hilton, Legacy Golf Club is named in honor of their beloved son "Chip." He started playing daily at age 9 with a genuine love and excitement for the sport. He was on the Bay High School golf team, apprenticing with golf pro-Kenny Lind and made golf his vocation. As a professional golf instructor, he taught his students invaluable life lessons, emphasizing that golf is not a game of perfection but a comeback. He also believed golf was more than just a game; it was full of essential life skills such as patience, perseverance, determination, and overcoming obstacles and setbacks.
The golf club, established in 1965, is a championship course with challenging greens designed to test golfers with even the sharpest short-game skills. The fairways are generously sized with lakes and white sand bunkers that fiercely guard the elevated greens. Players should be prepared to use every club in their bag. The golf course is challenging but fair and enjoyable, making it a good test of skill without inciting frustration. Its playability, enhanced with three sets of tees, has made it one of Florida's most popular tracks. Legacy Golf Club also boasts extensive practice facilities, including a lighted driving range, chipping green, expansive putting green, Executive Course, and Bar and Grille.

Course in horrible shape
Barely any grass on the course…greens are nonexistent…not even close to worth the money
Greens
The greens were in the worse conditions I've ever seen them. At one time this course was considered to have the best greens in Bay County. Not anymore. So sad to see the greens in such bad shape.
No Grass on Greens
Greens did not have any grass on them. Probably the worst greens I have ever seen.
Greens are DEAD
Unfortunately the greens are dead. You’re putting on dirt or sand. They should close down the course or use temporary greens.

Grass on greens non existent
They told us when we checked in greens had been areated and sanded and gave us 5 dollars off green fees . They were terrible no aeration holes just sand and fertilizer over burned up dirt . a few holes I actually had sand and fertilizer specs on my ball after trying to putt. This could be and may have been a good course but the greens are in terrible shape. The rest of the course was maintained and very playable . The staff in pro shop and grill were very friendly and did their job well .

Greens were so bad I felt like I’d been ripped off. No warning whatsoever.
Solid place to get a round while on vacation
Although the greens were being treated, making for a less than favorable conditions…the staff are who made our outing a great one, They discounted the round due to the treatment, and treated us like club champions the whole day. Really appreciate all of them!
Legacy
Terrible greens!!! Was told of a discount because the green had been spiked… No spikes, no grass just lumpy dirt to put on. Way to pricey for the conditions..
Greens are trashed
I booked this course on Golfnow via a hotdeal two days before playing. I tried to check reviews on Golfnow, but the system link would not work at the time of booking so I showed up to the course blind, per say. When I arrived to the course and seen the putting green it was immediately apparent that some sort of disease had consumed the course. I asked the lady in the Pro Shop if all of the greens were diseased, but she claimed that she did not know. I then asked the starter, and he confirmed that the course was hit hard by poe anna and that they were trying to fight it by punching the greens and top dressing them. I then tried to call and cancel the tee time and get a refund, but Golfnow refused because the course was "open for play". The Greens were 90% unplayable, I had to literally play on dirt greens. The course is not worth playing until they get these greens fixed, and even then, the course is not worth the rack rate that they charge.
Highly Dissapointed
Don't review many rounds/courses but felt like I needed to- I used to play Legacy weekly when I moved to Walton county in 2023. Was a great course to play after work, charging only about $60 for 18 holes on any weekday. Haven't played there in a few months and played 18 a few days ago, was charged $100 which I was aware of and fine with. I've been trying to walk more during my rounds but suppossedly they don't allow walkers on their "champions" course, only the par 3 course. I would understand that if the course was spread apart; however, the distance between each hole's green to next hole's tee box are right on top of each other (other than crossing the street 50 feet away after 1). Didn't say a word of this though, just thought it to myself. Meanwhile, the girl in the clubhouse could not have been more annoyed to be at work; super rude and a terrible attitude. With all that said, excited to play. I get out there and the course is no where near where it once was: 4 of the 18 greens were somewhat covered in grass which is being generous. The others were a combintion of mostly dirt, sand, fertilizer, spray paint pigments, with a few areas of grass. You would think the holes would be placed near the grass spots - nope, right on the dead spots. Putts were jumping up and down, left and right all round. Fairways and rough were in their typical shape which is solid but I will not be back until the greens get back into somewhat decent shape (or charge $50 max).

Greens were just seeded so they were bumpy and hard to read.
Would have bern nice to know this in advance.

Putting on dirt greens is no fun.
The greens are dirt. On the first hole, I initially thought the putting surface had been top-dressed, but no, it was devoid of turf. No warnings.
Back when this course was named Holiday, they advertised, “Best greens on the beach!”, and it was true.
But presently, that is just a fond memory.
I understand courses need revamping from time to time, but at least lower prices while conditions are rough.

Staff was awesome on check in, tee boxes and greens were in terrible shape especially the greens. No reason to line a putt up at all, general conditions for the rest of the course were substandard. The boundaries for the golf cart was frustrating because it gave you limited warning on when u were in a restricted area if u weren’t paying attention to the screen. Generally underwhelmed and feel like it wasn’t close the value
Over priced for the course but the same can be said for all the courses in Panama City Beach. Resort community with only 3 courses that take advantage of tourists
needs improvement
I found the course conditions to not be in very good shape. The fairways were sparse and did not appear to be growing. the Greens were hard and crusty.
