Pennsylvania struck it big in Golfers' Choice 2025. The top public course in Pennsylvania - the Omni Bedford Springs Resort - finished second nationally and first in four key subcategories. Which other local courses fared well?
GolfPass releases a Top 25 Public Golf Courses in Pennsylvania every March thanks to YOU. We create our annual Golfers' Choice lists by curating the reviews submitted by everyday golfers. We use GolfPass' Ratings Index logic that weights newer reviews and combine it with a course's subcategory averages.
Each course needed at least two reviews and at least some public access to qualify. Private clubs like the Philadelphia Cricket Club, host to its first PGA TOUR event in 2025, and Oakmont Country Club, host of the 2025 U.S. Open, aren't eligible. Arnold Palmer grew up in the Keystone state, which should tell you something about the golf courses in Pennsylvania.
We make our Golfers' Choice best-of lists user friendly. Simply click on the photo of each course to learn more about the facility or to book a tee time (in most cases).

Omni Bedford Springs Resort
Green fee: $99-$219
What they're saying: "Even after full course aeration and moving further into fall, they always do a great job with the course. The best part is the off season rates which makes it even better. My golf buddy said if this might be the last time we get to golf here this season, then there is no better place to go." - jrc8003 -

What they're saying: "We were staying at the hotel and how could we not play such an attractive looking course. Greens were fast, firm, but receptive. Primo private club conditions on a classic 1920s golf course. Proshop staff were great. Our round of golf took 3.5 hours, no one pushing us and we didn't have to wait a single time to hit. Skytop is going to be part of our summers for years to come. What a fine-tuned golfing experience!" - GolfPass Reviewer -

Shawnee Inn & Golf Resort
Shawnee-On-Delaware, PennsylvaniaResortGreen fee: $35-$90
What they're saying: "Nice to play a golf course in the Poconos (mountains) that have fairways that are flat. Greens run true, but still have slight bumps and breaks but not crazy. Staff (is) very friendly." - rysete -
North Hills Golf Course
Corry, PennsylvaniaPublic/MunicipalGreen fee: $17-$22
What they're saying: "My wife and I love to combine a round of golf with a convertible ride. North Hills GC was about a 90-minute ride each way, but the course and staff were worth the drive. The greens were well kept and challenging. The course layout was also very unique and anything but easy with numerous trees and changes in elevation. A small stream and a couple ponds also impact most of the holes. The staff was very helpful and prices were very reasonable. We're looking forward to returning next year, and I'll recommend this course to my friends." - Gethicker -
Quicksilver Golf Club

Iron Valley Golf Club
Green fee: $45-$65
What they're saying: "Course is always one of the best in the area. Greens were aerated and sanded the day I made my reservation. The course called me back the same day to let me know just in case I wanted to change. I didn’t change it and played the next day. Course was in 95% great shape and most of the leaves were cleared. Great day and great value." - duzurhusbandplay -
Toftrees Resort & Four Star Golf Club
Green fee: $49-$69
What they're saying: " Toftrees golf course is a real gem. Course was in great condition. Mind your putts, she doesn’t give up birdies easily. Gotta be confident in the line you select. Highly recommended." - ewherbert -
Regents' Glen
Green fee: $65-$85
What they're saying: "Very nice course with interesting holes. Not a long one, but the smallish greens combat that a bit. Lots of construction work going on for the foreseeable future as they are building houses. I think it will take away from the aesthetic unfortunately. Overall good condition although greens were slightly slow." - kcsmith18
